
Norah joined R&P in 2024 and focuses on personal information protection, cybersecurity, and broader data-compliance matters in China. She advises multinational and domestic clients on cross-border data transfers, privacy governance frameworks, PIAs, Standard Contract (SCC) filings, data mapping, and regulatory interactions with the Cyberspace Administration of China (CAC) and related authorities. She also supports capital-markets and corporate transactions with data-privacy due diligence and disclosure reviews.
Prior to R&P, Norah worked with EY (Shanghai) and Chen & Co. Law Firm, where she handled data-compliance programs and capital-markets matters across multiple industries. She has been licensed as a PRC lawyer since 2019.
Norah holds an LL.M. from the University of Bristol and an LL.B. from Southwest University of Political Science and Law. She speaks Mandarin and English.
